United Front Washington DC, February 4, 2016:
PROPOSAL TO SOLVE THE POLITICAL IMPASSE IN HAITI
We, the Diaspora, are very concerned that our country finds itself in an impasse, leaving no other solution but to enter an interim period.
The United Front, a coalition of federations, organizations and activists in the United States, the Caribbean, Canada and Europe, considering the importance of the civil and political involvement of Haitians from the Diaspora for the highest good of the Haitian people in and out of Haiti, although not acting on behalf of the entire Haitian Diaspora, has collectively proposed the following:
- President Martelly to leave office as scheduled on February 7th, 2016, according to the Haitian Constitution.
- In the spirit and the intent of Article 149, considering the exceptionality caused by the political crisis and the economic burden to organize another presidential election, the United Front proposes that the election process be replaced by “a nomination process” whereby the President of the Supreme Court is nominated and approved by the Haitian Parliament as the Provisional President of the Republic, whose task will be to organize the election within six (6) months of his nomination.
- The Provisional President nominates and the Parliament approves a new Prime Minister to manage the day-to-day operations of the government until a new President is elected and a new Prime Minister takes office through the standard constitutional process.
- The Provisional President will appoint the members of the new Electoral Commission.
- The United Front urges that, as a negotiated political solution, the second round of the Presidential election be held with the participation of the top five (5) candidates based on the October 25th, 2015 election results. Following that second round, the candidate with the most votes wins the election and is declared President of the Republic.
- The newly democratically elected president will be sworn in within two weeks of the certified results.
- The term of the new president shall be adjusted to end on February 7, 2021 according to the Constitution.
- Members of the Diaspora who are known for their experience, willingness to serve, integrity and proven commitment to Haiti, should be recruited and appointed in key positions in the provisional government and, thereafter, of the upcoming elected government, to help with institution and nation building in genuine collaboration with their fellow compatriots already living in Haiti.
The United Front strongly recommends that all stakeholders and the authorities consider our proposal, and work together towards finding viable solutions that will enable the country to move forward. The Diaspora stands ready to assist in any way agreed upon. As Haitians, what unites us is the love for our country and the idea that Haiti can engage in nation-building and economic development to help its people out of poverty.
